This a yummy treat usually found in carts along the streets of Phnom Penh. The outer part is made of soft chewy rice flour with kutchay leaves inside. It is usually fried over low heat topped with sweet and sour sauce.
The first time I tried this, I didn't think it would be delicious but it is!! Best of all its so cheap..

hi marie, yes though here in cambodia they don't use vinegar. they use fresh lemons with chili and sugar..
